Margaret Thatcher was a key late-20th-century political figure, with a major part of her influence felt in international affairs. Her colleagues and interlocutors agree that Thatcher was a distinctive and forceful individual. Yet, few studies have sought to systematically investigate her worldview and leadership style, and evaluate their impact upon her policy choices. Here, I apply Hermann’s conceptual complexity content analysis scheme to the entirety of Thatcher’s responses to foreign policy questions in the House of Commons, finding that she scores significantly lower in complexity than both the average world leader and the average post-1945 British prime minister. This aspect of cognitive style, which has been associated with stark, black-and-white worldviews, is shown to have strongly conditioned Thatcher’s foreign policy decisions in the Falklands crisis, her relationship with Ronald Reagan, her evaluation of the Soviet Union and of Mikhail Gorbachev, and her attitude toward German reunification. I conclude, then, that Thatcher’s personality is key to understanding her time in office, and that she presents a vivid example of how individuals matter in politics. |

This paper claims that besides training and equipment shortcomings, Argentine command structure was another source of problems that affected the military operations during the Falklands/Malvinas Campaign during April-June 1982. Consequently, the flawed command structure can be seen as a contributing factor in Argentina’s military defeat. Improvisation, confusion, lack of coordination, and desperation prevailed along the command structure throughout the conflict. Operational and tactical commands were seem to be pulling apart between the political imperatives of the High Command in Buenos Aires that transcended to the islands and the military imperatives of the front. This handicap was critical to conduct operations. By using official documents, reports and accounts and the own participants’ testimonies, this paper clarifies the issues connected with the structure of the Argentine High Command and it furthers our understanding of how the Argentine armed forces functioned. |

This paper assesses how organizational culture affects the fighting performance of units in the battlefield. By focusing on the behavior of a group of Argentine troops during the Falklands War in 1982. Between May 21 and June 14, Argentine and British troops engaged in a fierce land battle for the possession of a group of islands in the South Atlantic known as the Falkland/Malvinas. In a campaign that a participant characterized as "no picnic," British Marines, paratroopers, and Guards troops defeated the Argentine garrison comprised mainly of conscripted soldiers. However, Argentine Marine units especially distinguished themselves for their fighting ability. According to the author the main reason for this performance rests on their organizational culture. |

Este documento discute la necesidad de contar con indicadores subjetivos para medir el éxito o fracaso de negociaciones internacionales. Para ello, desarrolla el proceso de negociación entre la Argentina y el Reino Unido que permitió la reanudación de vuelos desde territorio argentino hacia las islas Malvinas y autorizó a ciudadanos argentinos a visitarlas usando su pasaporte, y presenta las reacciones al acuerdo. Se parte del supuesto que evaluar el éxito o fracaso de una negociación internacional no siempre es fácil y que para determinar el grado de éxito deben establecerse los criterios para dicha apreciación. El modo más directo y amplio es utilizar criterios objetivos y técnicos, como por ejemplo si se alcanzar una solución definitiva a la disputa. Sin embargo, esta aproximación puede ser limitada. Muchas veces es necesario recurrir a otros criterios de medición que permitan apreciar si las negociaciones, aunque no alcancen un resultado definitivo, sirvieron para algo. En ese caso, el "éxito" puede ser considerado como un concepto relativo. El observador lo construye. De este modo, es posible capturar la complejidad del proceso; considerar matices más amplios; evaluar una trayectoria previa; y visualizar el grado de éxitos parciales hasta alcanzar un resultado final. |
