Resumen: The local effects of mining might simply come and go with mine production. In this paper we revisit Aragón and Rud’s (2013) study of the Yanacocha mine, frequently cited to account for local economic effects and backward linkages, but we offer a more nuanced interpretation: first, effects fade with the mine exhaustion; and second, impacts are the result of consumption boom-and-bust dynamics. While we find it more conceptually accurate to reserve the concept of backward linkages for effects of a productive nature, our evidence reveals that unskilled services is the one sector that benefits, in contrast to manufactures and skilled services. We stress that impact evaluations of mines are contingent to time and place, and contend that exploring the extent to which multipliers generate spillovers is central. The short-run effects of a mine might in fact give little indication of how to tell or make a blessing from a curse.

Resumen: The economy of Mongolia, a country rich in natural resources, is increasingly dependent upon the mining sector. International prices of mining commodities have been highly volatile in recent years. This paper uses a computable general equilibrium model to examine the short-term effects on the Mongolian economy of two scenarios: (1) a moderate boom in the coal market; and (2) a drop in the world price of metal ores. It is found that the Dutch disease effect generated by the shocks is insignificant given the structure of the economy (e.g., small export shares and low export intensity of manufacturing and agriculture commodities) and a labor market condition with high unemployment. Since the economy is largely dependent upon on the mining sector, the impacts of the shocks are jarring, implying that the government must abide by its fiscal rules for stable growth and prosperity.

Resumen: Since 2007, Burkina Faso’s mining sector has grown quickly, with gold replacing cotton as the country’s biggest export. The decline in gold prices since 2012, however, has hit the Burkina Faso economy hard. Using a static computable general equilibrium model, we assess whether -in a context of gold-price decline and volatility- an increase in the tax burden on the mining sector, as implemented by the government of Burkina Faso, is the appropriate way to avoid the natural resource curse. The results show that a tax policy based solely on increasing taxes on the gold sector brings only limited economic benefits, notably in terms of employment, and fails to significantly mitigate the effects of gold-price volatility.

Resumen: This study analyzes a public-spending option from mining and oil resources and its impact on Niger’s economy. The windfall gain from mining and oil revenues provides an opportunity for the country to reinvest natural resource rents, enhance economic development, and address infrastructure gaps. Drawing on the country’s recent and expected mining and oil exploitation, we evaluate the effects of a reinvestment policy in road infrastructure using a dynamic computable general equilibrium (CGE) model. We find that investment in road infrastructure brings positive spillover effects to other sectors of the economy and benefits to the economy in the long run. Our analysis additionally shows that reinvestment in road infrastructure, given the initial state of infrastructure in Niger, could help mitigate the resource curse.

Resumen: En este trabajo se estiman las rentas económicas de los diez yacimientos que constituyen la gran minería privada del cobre en Chile. La metodología utilizada asegura un cálculo conservador e incluye dos correcciones ignoradas en la literatura: el resarcimiento de los gastos en exploración y la indispensable compensación por la volatilidad del precio del cobre. Las estimaciones muestran que la riqueza regalada a estas empresas alcanza un valor piso de 114.000 millones de dólares entre 2005 y 2014. Estas rentas son neutras en relación con las decisiones de inversión y producción, es decir, si estas empresas privadas hubiesen pagado al fisco chileno el monto calculado, su inversión y producción totales no habrían cambiado, pero el país habría podido disponer de esos cuantiosos recursos. Además, en ausencia de cualquier otra distorsión, estas empresas igualmente habrían tenido rentabilidades equivalentes a las que hubiesen logrado en una economía de competencia perfecta.
