Resumen: This study estimates and analyzes the incidence and determinants of energy poverty in Nigeria based on a simple multidimensional energy poverty index that it constructed. It also highlights the implications of energy poverty for sustainable development in Nigeria. The headcount ratio and the logistic regression technique are used. The study utilizes the Nigeria Living Standard Survey data set of 2004, obtained from the National Bureau of Statistics. The estimates show that energy poverty is pervasive in the country; it afflicts over 75 per cent of the population. The determinants of energy poverty in Nigeria include household size; educational level, gender and age of household head; general poverty; region of residence; and proportion of working members in the household. Efforts should be made to adequately tackle the problem of energy poverty in Nigeria. This is a major way to put the country on the path to rapid and sustainable development.

Título: Structural breaks and real convergence in OPEC countries

Resumen: This article examines the real convergence hypothesis in OPEC countries (Algeria, Angola, Ecuador, Gabon, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, United Arab Emirates and Venezuela) using time series techniques and allowing for structural breaks. The main results show lack of support for income convergence in OPEC countries. We only find evidence of catch-up with the U.S. economy for the case of Indonesia, and for Angola in the last years of the sample. These findings are in line with the "resource curse" literature, which suggests that natural resource dependence inhibits economic growth. Furthermore, the results suggest that the country’s oil export dependence is negatively related with its per capita GDP growth rate.

Resumen: The relationship between federalism and development needs to be investigated in the context of values of governance and state-society relations, especially citizenship. This helps to uplift the discourse on the African state by situating it within the historiography and political economy of federalism. This article explores the institutional and political foundations of the fundamentally distributive orientation of Nigeria’s fiscal federal system: the values that underlie governance and the character of state-society relations expressed in the demarcation of fiscal federalism from citizenship privileges and duties. It argues that a fragmented citizenship sustains predatory rule, which undermines the developmental content of federalism.

Resumen: This study examines farmers’ preferences for seed of new rice varieties (improved and NERICA) and their willingness to pay (WTP) for information embodied in the seed, in villages of Nigeria and Benin. Information might not generate rivalry among its users but excludability is certainly a characteristic of information and its delivery can generate incentives for private participation. Conjoint utility analysis is used to estimate the structure of farmers’ preferences for rice seed. Farmers prefer one variety based on the utility they obtain from its attributes, which depends on their own social and economic characteristics. Contingent methods are used to elicit preferences and rice seed price. The marginal values of attributes are estimated with an ordered probit regression. The WTP for seed-related information is derived from the utility model. The results have implications for the best way to finance extension services in the areas of intervention, particularly for new rice varieties.

Resumen: In the course of time, communication has become one of the most important objectives of development for the United Nations and their Communications Group, where UNWTO is actively represented. The report of the UNWTO Information and Communications Department presented here is based on the Regional Conferences on Tourism Communications (TOURCOM), a line of conferences which initially started in Madrid in 2004 and which afterwards took place all over the world. These proceedings compile the speeches and presentations of the TOURCOM conferences held in Bamako, Mali in May 2006 with a special focus on communication issues in Africa. This publication examines the full range of communication aspects in tourism such as a successful communication, public relations techniques and the evolution of tourism communications as well as crisis communications and travel advisories.
