Título: Political incentives, Party Congress, and pollution cycle: empirical evidence from China
Fuente: Environment and Development Economics. v.26, n.2. Beijer Institute of Ecological Economics; Royal Swedish Academy of Sciences
Páginas: pp. 188-204
Año: apr. 2021
Resumen: The political incentives of local officials affect their preferences for policy options. This study examines the impact of the convening cycle of Provincial Communist Party Congresses (PCPCs) in China on pollution emission intensity. Based on the data of 281 cities and city officials from 2003 to 2014, the present study finds strong evidence of a political pollution cycle manifesting as significant increases in pollution emission intensity before PCPCs followed by visible decreases after PCPCs. PCPCs provide city officials with strong political incentives to pursue short-Term economic performance before congresses, which leads to a surge in pollution emission intensity. The difference in pollution emission intensity before and after the PCPCs reveals the existence of such political incentives. The findings suggest that a significant relationship exists between the political incentives of city officials and environmental pollution. Therefore, the effective governance of environmental pollution must involve changing the incentive structure of city officials.

Título: Agricultural drought impacts on crops sector and adaptation options in Mali: a macroeconomic computable general equilibrium analysis
Fuente: Environment and Development Economics. v.24, n.5. Beijer Institute of Ecological Economics; Royal Swedish Academy of Sciences
Páginas: pp. 506-528
Año: oct. 2019
Resumen: In Mali’s current context, where the crops sector is particularly exposed and vulnerable to agricultural drought, this study assesses the economy-wide impacts of such events and the potential effectiveness of some adaptation strategies. Using a dynamic computable general equilibrium model, we conduct counterfactual simulations of various scenarios accounting for different levels of intensity and frequency of droughts over a 15-year period. We first show how mild, moderate and intense droughts currently experienced by the country affect its economic performance and considerably degrade the welfare of its households. We also show how these negative impacts could be aggravated in the future by the likely increased number of intense droughts threatened by global climate change. However, we finally show that there appears to be some room for Mali to maneuver in terms of drought-risk management policies, such as fostering the use of drought-tolerant crop varieties, improving drought early warning systems or extending irrigation capacities.

Título: Does ISO14001 raise firms’ awareness of environmental protection? The case of Vietnam
Fuente: Environment and Development Economics. v.24, n.1. Beijer Institute of Ecological Economics; Royal Swedish Academy of Sciences
Páginas: pp. 47-66
Año: feb. 2019
Resumen: Environmental protection is an issue that all developing countries must cope with when inviting foreign direct investment (FDI). However, the high correlation between FDI and pollution does not necessarily indicate that foreign firms are to blame. In this study, we apply firm-level panel data from Vietnam and unique information on waste discharge to demonstrate that foreign firms are actually more proactive in acquiring ISO14001 certification. ISO14001 is a voluntary environmental standard, the adoption of which improves a firm’s performance in terms of waste control, and increases its welfare and productivity level. This study provides robust evidence that firms’ efforts toward corporate social responsibility eventually benefit them as well.

Título: A spatial analysis of land use and cover change and agricultural performance: evidence from northern Ghana
Fuente: Environment and Development Economics. v.24, n.1. Beijer Institute of Ecological Economics; Royal Swedish Academy of Sciences
Páginas: pp. 67-86
Año: feb. 2019
Resumen: Using remotely sensed land-cover data in 1994 and 2014, and cross-sectional survey data in 2014, this study examines the association between land use and cover change and agricultural productivity in northern Ghana. We document a significant expansion of crop land and settlements (productive use) at the expense of natural vegetation cover. Land areas converted from natural cover to productive use have higher maize yield (0.17 tons per hectare) and harvest value (1,021 Ghanaian Cedi) compared with those converted from bare soil to productive cover. Moreover, areas that were covered by shrubs or savannah in 1994 were more productive in 2014 relative to bare soils in 1994. Although our data do not allow us to establish causality, the evidence suggests the importance of past land-cover conditions in affecting current agricultural performance, especially in resource-stricken settings where conservation and restoration practices are not as common.
