Resumen: Many Latin American countries have suffered from high and variable inflation rates. This variability can be characterized by frequent attempts to stabilize wich succeed in repidly bringing inflation down but which are gradually abandoned. We present a game theoretic model to account for these facts. The game has features of conflict over relative income and features of cooperation over inflation. The relative importance of conflict versus cooperation elements dependes on the state of the economy. When inflation is low, attempting to increase relative income is a dominant strategy. Past income struggles riddle the present with an accelerating inflation rate. When inflation becomes too high, cooperation can be supported and governments launch stabilization programs. Once low inflation is achieved, incentives to violate the truce in income distribution dominate again, and the stabilization effort is abandoned. We analyze the conditions that determine whether and economy will be subject to this type of cycle. It turns out that high inflation will always have a cyclical nature

Resumen: This paper explores the dynamic implications of fiscal policy, in a small open economy growth model, on the process of capital accumulation and the current account. We consider a two sector economy which produces tradables and nontradables. Capital is specific. The economy is subject to exogenous constraints in their possible accumulation paths of foreign assets. The model is simulated for a set of fiscal policies. The effects on the sectoral capital stocks, the real exchange late, labor allocation, and the current account are studied for head taxes, taxes on tradables and wage and investment subsidies. Finally, we consider foreign debt policy and policy u-turn experiments similar to those observed in the late 1970’s and early 1980’s in several countries. The model works remarkably well in a qualitative sense providing therefore an important and realistic benchmark from which to analyze the implications of fiscal policy in open economies.
