Resumen: Heritage cities attract many visitors, generating benefits and costs. When the costs exceed the benefits, tourism development is no longer sustainable, and interventions become necessary. In order to develop guidelines to help heritage cities manage their tourism more adequately, the tourism market and policy of seven art cities were analyzed: Aix-en-Provence, Amsterdam, Bruges, Florence, Oxford, Salzburg and Venice. It was shown that tourism is menacing not only the vitality of their local economies, but also the integrity of their heritage and the quality of life of their residents. Measures to control and guide visitor flows are urgently needed. In reality, tourism management in the heritage cities does not go much further than promotion.

It brings together the findings of studies carried out jointly by Oxford Brookes University, UK, the University of Venice, Italy and Shankland Cox Environmental Planning, UK and focuses on approaches to carrying capacity and visitor management in small and medium-sized towns and cities in Europe.

Resumen: By making an inventory of the destinations offered by means of brochure by tour operators active in different European countries, some useful insights into the nature of today’s European urban tourism market have been obtained. First of all it is to be noted that only 18 cities out of a total of 144 are sold in six or more countries, while 92 cities appeared in the catalogues of just one or at the most two generating countries. Larger countries tend to orientate more towards domestic urban destinations than do smaller countries. Furthermore, tour operators seem to react to the relative maturity of the tourism market: the more mature a market, the more diverse the supply of cities. Finally, tour operators in the countries that have been traditionally close to East Europe have been specializing more than others in East European urban destinations.
