Resumen: This paper explores the short-run impact of work resumption, extensively launched on February 10, 2020 in China, on air quality after the subsiding of COVID-19. Utilizing the data of 1012 air-quality monitoring sites in 233 cities derived from the Real-time Release Air Quality Platform and the difference-in-differences method, we find that alternative measures of air quality index in non-Hubei provinces increase significantly, compared with those in Hubei province which was temporarily not allowed work resumption due to the severity of epidemic. Specifically, our results reveal a rise in AQI of 11.28 per cent, in PM2.5 of 12.47 per cent, in PM10 of 10.49 per cent, and in NO2 of 23.64 per cent, relative to the baseline mean. Moreover, the deterioration of air quality is found to be caused by intracity rather than intercity migration.

Resumen: El objetivo de este libro es dilucidar y comprender las razones de los vaivenes que se produjeron en el escenario laboral de Mar del Plata durante el período 2016-2019. Asimismo, poner en evidencia el aumento de la participación femenina en el mercado de trabajo y su inserción laboral diferencial como resultado de las denomina- das estrategias familiares de supervivencia. Para lograrlo, estudiamos la naturaleza de las principales políticas económicas que se fueron implementando a nivel nacional, sus efectos sobre la evolución de las variables macroeconómicas centrales y, consecuentemente, su impacto sobre la oferta y la demanda de trabajo local.

Resumen: Weather extremes which are accelerated by changing climate greatly decrease agricultural productivity, resulting in severe economic losses and losses of livelihood of the poorest marginal communities. The adoption of stress-tolerant rice varieties (STRVs) is recommended as a best technology fix for risk adaptation. Although STRVs provide better outcomes with no yield penalty, farmers’ decisions to adopt new STRVs are influenced by a multitude of factors, most importantly information exposure. We used a sequential logit model to analyze the impact of information access and information quality on adoption decisions regarding STRVs in flood-risk areas. Over the years, we found that STRVs adoption has become scale neutral, but adopters have significantly higher access to information. The estimates showed that 48 per cent of the farmers having access to information decided to adopt STRVs. When information reaches 50 per cent of the rice farmers in flood-prone areas, the estimated additional annual income is US$235 million.

Título: The role of contract type in soil-improving investments: evidence from rice-planting large-scale production units in China

Resumen: The emerging large-scale production units (LSPUs) have become increasingly important in Chinese agricultural production and rural transformation due to rapid industrialization and urbanization. Based on household and plot-level data from Jiangsu and Jiangxi Provinces in China, this study provides insights into the farming systems of these LSPUs and examines how contract type, as a proxy for land tenure security, impacts on the production unit’s soil-improving investments. Results from the two-stage control function approach show that the written nature of contracts positively affects the application of organic fertilizer and green manure on rented-in plots. Descriptive analysis also confirms the collateralization effect of contract type by showing that plots that are used as collateral for credit are characterized by written contracts. Policies facilitating LSPUs’ access to farmland with more formal contracts may therefore play an important role in improving soil quality and land productivity.

Resumen: As a wide-reaching institutional reform, China’s fiscal decentralization was launched in the early 1980s to encourage provincial economic growth by granting more financial autonomy to provincial governments. In this paper, the impact of fiscal decentralization on China’s environmental quality is investigated both theoretically and empirically. A neoclassical model is developed based on the primary characteristics of China’s fiscal decentralization. Using provincial panel data for the period 1995-2015, a two-equation regression model is employed to empirically verify the three propositions of the theoretical model: (1) there exists an inverted-U shaped relationship between fiscal decentralization and GDP per capita; (2) fiscal decentralization is positively related to GDP per capita at the steady state; (3) there is an inverted-U shaped Environmental Kuznets Curve relationship between pollution emissions and economic growth.
