The extensive use of plastic bags in Nepal has led to growing concern in recent years. We investigate the impact of a municipal plastic bags ban on bags use behavior, based on a field survey carried out among consumers and retailers across selected municipalities. Our results indicate that the effectiveness of the ban critically depends on its enforcement and sanctioning system. In particular, our results suggest that the perceived sanction is a critical determinant of plastic bags use, as a doubling of the perceived sanction could reduce plastic bags use by two-thirds for retailers and by one-half for consumers. While the nominal amount of the fine does not seem to play a role, the probability of being detected appears to play a key role in the perceived sanction. This implies that effective monitoring of the ban by the municipal authorities is critical for the success of the policy. |

Resumen: |
El estudio de la conformación del yo en función de las influencias culturales nos explica similitudes y diferencias entre grupos humanos de distintos países. Esta investigación, a partir del marco teórico desarrollado en su comienzo por Hofstede y ampliada por Triandis, Markus & Kitayama entre otros, toma a la escala de Singelis para medir la conformación del yo argentino y compararlo con el de otras naciones. El trabajo se enriquece indagando en las subculturas llegando a algunos resultados no intuitivos que abren caminos en la comprensión de los comportamientos de nuestra sociedad. |

The authors examine whether high personal discount rates help explain why and which households in developing countries under-invest in seemingly low-cost options to avert environmental health threats, including bednets, clean cooking fuels, individual household latrines, water treatment and handwashing. First, the authors elicit personal discount rates by combining a simple randomized experiment with detailed surveys of over 10,000 rural households in Maharashtra, India. Personal discount rates are lower for women, for better-off households, and for households who can access formal credit. Secondly, they show that the discount rate is negatively related to a suite of behaviors that mitigate environmental health threats, from very low-cost steps like washing hands to more significant investments like household latrines, even after controlling for socio-economic status, access to credit, public infrastructure and services, and relevant beliefs. |

The structure of stated preference questions to value consumption from public infrastructure can vary depending on the conditions of consumption facing the household. Specifically, a good could be offered as a quasi-public or quasi-private good. This paper demonstrates how consumption from two alternative electricity allocation options can be valued using two types of stated preference questions. Since surveyed households were asked two types of questions, the authors develop a joint model of a contingent valuation question and a contingent quantity behavior response that allows for correlation in error terms across models. In their application to two villages in Rwanda, the authors find higher WTP for electricity consumed as a quasi-private good rather than a quasi-public good, with four hours of electricity per day, only in the evening. They also find correlation in the error terms across the two models, suggesting that their joint estimator is more efficient than estimating each model individually. |
