Resumen: Traditional cost-benefit analyses (CBAs) of flood risk reduction measures usually ignore distributions of damages over populations, which disadvantages the poor. Instead, a CBA based on social welfare includes individual social vulnerability through relative impacts on consumption. If vulnerabilities are high, floods are catastrophic and cause poverty, migration or indirect deaths, and risk reductions have high social welfare values. For non-catastrophic risks, social welfare values of risks are relatively higher for vulnerable low-income households. We present a framework to integrate social vulnerability into CBAs, and show how financial protection reduces social flood vulnerability and provides welfare benefits. A case study illustrates that traditional CBAs underestimate the social welfare value of flood risk reduction measures, up to a factor of 30. Data on financial protection is however scarce, which hampers estimation of the social welfare value in practice. A solution is to increase financial protection of individuals, in addition to offering physical flood protection.

Resumen: This article provides an economic investigation into the underlying causes of industrial wastewater emissions. We examine the direct and the structural break-induced effect of national environmental regulation on industrial wastewater emissions. The results show that strict environmental regulation can partially offset the energy-induced effects imposed by the scale effects of foreign direct inflows and cause positive behavioral responses by either limiting coal usage or improving upon coal usage technology and shift towards clean energy sources. We find the absence of scale economies in the provision of environmental services in the industrial sector due to the poor nature of the technical processes of industries. We further highlight the importance of raising the investment in environmental treatment and embracing trade liberalization in the improvement of industrial wastewater management.

Título: Agricultural drought impacts on crops sector and adaptation options in Mali: a macroeconomic computable general equilibrium analysis

Resumen: In Mali’s current context, where the crops sector is particularly exposed and vulnerable to agricultural drought, this study assesses the economy-wide impacts of such events and the potential effectiveness of some adaptation strategies. Using a dynamic computable general equilibrium model, we conduct counterfactual simulations of various scenarios accounting for different levels of intensity and frequency of droughts over a 15-year period. We first show how mild, moderate and intense droughts currently experienced by the country affect its economic performance and considerably degrade the welfare of its households. We also show how these negative impacts could be aggravated in the future by the likely increased number of intense droughts threatened by global climate change. However, we finally show that there appears to be some room for Mali to maneuver in terms of drought-risk management policies, such as fostering the use of drought-tolerant crop varieties, improving drought early warning systems or extending irrigation capacities.

Título: Estimating non-market environmental values for grassland protection in inner Mongolia

Resumen: The non-market values of changes in grassland management stimulated by changes in policies were estimated by choice modeling. Four-hundred twenty-seven residents of Hohhot city in Inner Mongolia were selected using the popular mobile phone application WeChat. Conditional logit (CL) and random parameter logit (RPL) models were estimated to analyze the preference of respondents for environmental and social attributes. Based on the preferred RPL model, the average per household willingness to pay over 10 years for the best policy outcome scenarios was estimated to be CNY892 (US$141). The total willingness to pay for this policy change, extrapolated to the population of Hohhot, was CNY208 million (US$33 million). The findings suggest that environmental and social outcomes are valuable to Chinese residents of a regional urban center. Such values should be viewed as a public financial base for market-based mechanisms for grassland protection both in China and internationally. WeChat proved to be convenient but required the application of extrapolation caveats relating to sample representation.

Resumen: Desde que la Comisión Europea, en noviembre de 2003, estableciera un comité permanente para estudiar y redactar una nueva propuesta de regulación del sector de seguros y reaseguros que culminó con la Directiva de Solvencia II, las compañías aseguradoras han asistido a una transformación del marco normativo en el que venían desarrollando tradicionalmente su actividad empresarial que ha supuesto una auténtica revolución en lo que respecta a la gestión de riesgo. De un enfoque tradicional en la gestión de riesgos, estático y retrospectivo, principalmente centrado en el riesgo específicamente asegurador, donde los riesgos financieros se minimizaban mediante coberturas con derivados, inversiones en emisores de alta calidad crediticia y escasa exposición a renta variable, se ha pasado a un enfoque dinámico e integral de gestión de riesgo (Enterprise Risk Management o ERM) basado en la optimización del binomio valor/riesgo donde la identificación y cuantificación de los riesgos adquieren especial relevancia.
