Resumen: As countries develop, they are likely to face challenges in meeting growing energy demand and in ensuring energy security. Given this, and the problem of climate change, improving demand-side energy efficiency is pivotal to ensuring sustainable development. However, agents often underinvest in energy-efficient technologies due to behavioral failures such as low levels of energy-related financial literacy, defined as the combination of energy knowledge and cognitive abilities needed to evaluate the lifetime costs of durables. Using novel data, we analyze the levels and determinants of energy-related financial literacy of households in urban areas in the eastern lowlands of Nepal, and whether it is correlated with their attitudes towards replacement of energy-inefficient appliances. We find that respondents have low levels of energy-related financial literacy, and higher levels of literacy are associated with more rational attitudes towards appliance replacement. The findings of this study are relevant to addressing the energy-efficiency gap in developing countries.

Título: What makes a ban on plastic bags effective? The case of Nepal

Resumen: The extensive use of plastic bags in Nepal has led to growing concern in recent years. We investigate the impact of a municipal plastic bags ban on bags use behavior, based on a field survey carried out among consumers and retailers across selected municipalities. Our results indicate that the effectiveness of the ban critically depends on its enforcement and sanctioning system. In particular, our results suggest that the perceived sanction is a critical determinant of plastic bags use, as a doubling of the perceived sanction could reduce plastic bags use by two-thirds for retailers and by one-half for consumers. While the nominal amount of the fine does not seem to play a role, the probability of being detected appears to play a key role in the perceived sanction. This implies that effective monitoring of the ban by the municipal authorities is critical for the success of the policy.

Resumen: A growing literature documents the positive impact of community management on non-timber forest conservation but not on the condition of timber forests, which require higher management intensity than do non-timber forests. Using ground-level data of the age composition of trees and the management activities of timber forests and applying a rigorous econometric technique to deal with the endogeneity of handing over forest use rights to the community, we find that a longer period of community management is associated with a higher density of pole-size trees, indicating that community management facilitates the rehabilitation of timber forests. We also find that population pressure leads to deforestation under state management but encourages forest management under community management.

Resumen: This paper presents the analysis of a choice experiment designed to estimate willingness-to-pay (WTP) to mitigate damages caused by invasive plant species in a rural community of Nepal. In order to address the cash constraints problem in a subsistence economy, two payment attributes, labour contribution and membership fee, were included in the choice sets. The results reveal that rural farmers have significant WTP for forest management activities, in terms of both cash and labour contributions. The results also suggest that rural farmers value their time in this context at a different rate from the current wage rate.

Título: Unbelievable but improved cookstoves are not helpful in reducing firewood demand in Nepal

Resumen: This paper analyzes the effect of different types of cookstoves on firewood demand at the household level. Using nationally representative household survey data from Nepal, we find that stove type significantly affects the firewood demand for household uses. Traditional mud-stove user households seem to use less firewood than the open-fire stove users. Surprisingly, households with the so-called ’improved’ stoves seem to use more firewood than the households with mud stoves. Thus, converting traditional open-fire stoves to mud stoves may be a better conservation strategy in the short term rather than installing improved stoves, unless the technology improves. However, in the long run, making cleaner fuel more accessible to rural households is desirable to reduce indoor air pollution.
