Resumen: Many factors are exerting pressure today on the institutions of higher education to become cost-effective. The salient ones among them are: relatively high costs of higher education while there is financial scarcity; lack of relevance of contents and methods of education while there is an acceleration the creation of new knowledge in general, and in information technology in particular; unemployment and underemployment of higher education graduates: and public demand for accountability. The International Institute for Educational Planning launched a research p project in its 1990-1995 Fifth Medium-Term Plan with the following objectives: identifying the innovative methods of improving utilization of existing resources, tracing the process from the initiation of the innovative idea to its implementation and evaluation, identifying factors associated with successful implementation of innovations, and finally, drawing practical lessons about the management of innovations for improving efficiency and utilization of existing resources. The project arose from the need of the institutions of higher education in developing countries to cope with the rapidly changing socio-economic situations in which they found themselves. These have little access to information on an international scale, and many of them requested the assistance of IIEP and UNESCO in overcoming difficulties and in participating in the debate taking place on institutional management. This book makes an attempt to met the above objectives based on success stories from around the world and on fourteen in-depth case studies.
