Título: What makes a ban on plastic bags effective? The case of Nepal

Resumen: The extensive use of plastic bags in Nepal has led to growing concern in recent years. We investigate the impact of a municipal plastic bags ban on bags use behavior, based on a field survey carried out among consumers and retailers across selected municipalities. Our results indicate that the effectiveness of the ban critically depends on its enforcement and sanctioning system. In particular, our results suggest that the perceived sanction is a critical determinant of plastic bags use, as a doubling of the perceived sanction could reduce plastic bags use by two-thirds for retailers and by one-half for consumers. While the nominal amount of the fine does not seem to play a role, the probability of being detected appears to play a key role in the perceived sanction. This implies that effective monitoring of the ban by the municipal authorities is critical for the success of the policy.

Resumen: This paper considers the use of two machine learning algorithms to identify the causal relationships among retail prices, manufacturer prices, and number of packages sold. The two algorithms are PC and Linear Non-Gaussian Acyclic Models (LiNGAM). The dataset studied comprises scanner data collected from the retail sales of carbonated soft drinks in the Chicago area. The PC algorithm is not able to assign direction among retail price, manufacturer price and quantity sold, whereas the LiNGAM algorithm is able to decide in every case, i.e., retail price leads manufacturer price and quantity sold.

Resumen: Lead acid batteries generate hazardous lead waste with environmental and health implications. The deposit refund system for recycling in Delhi provides a discount to consumers on purchasing new batteries and returning used batteries to retailers for recycling. The retailers determine whether batteries are recycled in an environmentally friendly or unfriendly manner by selling them to manufacturers or to unorganized scrap dealers who then sell to unregistered smelters. This study finds that the economic instrument that brings used batteries into recycling works well. Organized recycling is limited, since retailers prefer selling used batteries to the informal sector because of higher prices, lower storage costs and taxes. In addition, we consider policy instruments like a green tax on batteries with a refund when the manufacturer ensures environment-friendly recycling and fiscal incentives to organized smelters to increase production.

Resumen: This paper analyses the factors inducing retailers to adopt genetically modified (GM)-free private standards, using information on 44 retailers operating in 54 countries. Retailers are distinguished between those not using GM ingredients and those using ingredients which are potentially GM in their private label products. Results from a binary response model show that many of the drivers highlighted in the empirical literature, such as historical factors, communication infrastructure and sectorial conditions, affect the likelihood of adopting GM-free private standards. Moreover, we test additional hypotheses from the political economy of standards formation and of mass media. Key results show that a higher share of government-oriented public media reduces the probability of adopting GM-free private standards, while different genetically modified organism public standards between home and operating countries increase this probability.

Resumen: Durante los últimos años, las tecnologías de cámaras analógicas aplicadas al ámbito de los CCTV (Circuitos Cerrados de Televisión), comenzaron a ser reemplazadas por las nuevas tecnologías digitales que utilizan las redes de datos IP para funcionar. Las analíticas de video han surgido hace unos años, gracias al crecimiento y a la evolución constante de nuevas tecnologías digitales IP. Dichas Analíticas de Video se utilizan e implementan con un software adecuado para tal fin (Software VMS), y aplicado al ámbito de la seguridad física, Retail, Petróleo, Transporte, entre otros, es sin dudas uno de los puntos que mayor crecimiento tuvo en los últimos 3 o 4 años, y se ha convertido en tendencia a nivel mundial. La adopción del uso de dichas analíticas será transcendental en las organizaciones.
